NHC FINAL ANALYSIS ON 2016 HURRICANE OTTO UPGRADED TO A MAJOR STATUS

2016's was upgraded to a major hurricane in the just-released Tropical Cyclone Report from NHC available at http://www.nhc.noaa.gov/data/tcr/AL162016_Otto.pdf

 According to my graphic map below it was a cat. 3
