After reviewing water vapor animation I noticed an upper level low to the Northwest of the trough. This upper low is not only helping to enhance showers and storms in this area but it is preventing the trough from developing rapidly. As the trough slips south of the upper low as it tracks over the Florida straits then we could see some development in the Eastern Gulf.
