...WIND SHEAR AND DRY AIR HINDERING DEVELOPMENT...HEAVY RAINS OVER CUBA CAUSING SEVERE FLOODING IN HANVA I WILL HAVE PICTURES TO SHARE...

 

Strong to Moderate Wind Shear persist some what hindering development of this system but not the main reason. However, the dry air behind the PTC ONE is intruding on the back side of the disturbance and this is the number one reason this disturbance is struggling.  

Havana Cuba reporting severe flooding and I will have pictures to share soon from a friend here at work.  Pictures are below!
