Storm Invest 90L in the Central Atlantic is contending with dry air in the mid to upper levels of the Atmosphere. This dry air is not conducive for development. If this system were to slowly develop, it would be as it moves closer to the eastern Bahamas or the Caribbean where conditions are less dry.
New Storm Invest still over the Western African continent, should emerge off the coast during the next few days. This system has a better chance for slow development if the dry conditions dissipate. As its looking we are seeing less dust and dry air than a week ago, if this continues, then the moist air will ramp up and make conditions more favorable for formation. Once again it depends on the suppression of the dry air.
There is a mid to upper level low east of the Bahamas. I will watch closely for development. Sometimes these types of lows can develop into a sub-tropical or tropical system.

For the North Atlantic...Caribbean Sea and the Gulf of Mexico:
Central Tropical Atlantic:
Shower activity remains minimal in association with a tropical
wave located several hundred miles west of the Cabo Verde Islands.
Development, if any, of this system is expected to be slow to occur
during the next several days while the system moves westward to
west-northwestward at 10 to 15 mph across the tropical Atlantic.

* Formation chance through 5 days...low...10 percent.
Eastern Tropical Atlantic:
A tropical wave is forecast to move off the west coast of Africa in
a couple of days. Environmental conditions could support some slow
development of this system late this week or over the weekend
while it moves westward at 10 to 15 mph.
* Formation chance through 48 hours...low...near 0 percent.
* Formation chance through 5 days...low...20 percent.
